Change the proxy settings of your svn client to the proxy settings of your university... It has to work... We faced the same problem before...

i followed your suggestion by changing the svn netwrk seetings and enter my proxy server address and portb and now i got an error like this
"Server sent unexpected return value (400 Bad Request) in response to MKACTIVITY"
"request for '/svn/WARP/!svn/act/ea2121c4-b60c-a14d-a191-28ed4b0f45e3'" this is very strange i dont know what to do

A quick Google search turns up many others with the same issue, almost always related to a proxy server blocking certain SVN/DAV commands. You'll need to address this with your local IT people.
