Debug IO J16 pins

I am trying to change the voltage level to 1.8 V instead of 3.3V to drive an SPI interface. I tried using LVCMOS18 as IOStandard instead of LVTTL in ucf but there is no change in output. Can we change the output voltage or not ?

The debug header is connected to an I/O bank whose VCCO pins are tied to 3.3v, so only 3.3v I/O standards are available. See the Virtex-4 (or Virtex-II Pro, depending on your hardware version) datasheets and users guides for all the details on how the various I/O standards work.
