regarding bit stream program not get succeeded and pc compatibility

after configuring jtag , I am not getting "program succeeded". I also could not open the folder to access program. Is WARPv3 compatible with HP Windows10? I tried running the kit in HP Windows10 and in HP Windows7, is the HP pc the problem?

The Virtex-6 FPGA on WARP v3 hardware requires the Xilinx ISE 14 design tools. Xilinx does not support ISE on Windows 10 - see the Xilinx support site for more details.

We use ISE on 64-bit Windows 7 Pro without issue.
