When I power-on WARP platform (WARPLAB bit file )the TX/RX led indicate light few sec.

Do you mean the LEDs near the RF interfaces on the FMC-RF-2X245 module? It is normal that these illuminate before the FPGA is configured. After the FPGA is configured these LEDs behave the same way as the LEDs near the on-board RF interfaces (green=Tx, red=Rx).
